in dana bash on capitol hill. when you think about it, both sides are not happy with what's taking place, at least what they're talking about. i know you have some new information on at least what the republicans are suggesting when it comes to those massive spending cuts, some kind of delay in the process. how would that work? >> reporter: well, this is according to democratic sources. i want to be clear. congressional democratic sources saying that republicans specifically mitch mcconnell who is the lead negotiator, what he is proposing is to delay that sequester, the spending cuts for three months, so 90 days. what democrats here on capitol hill want to do is delay it for at least a year. so there is a very interesting dynamic shaping up right now. this probably is a good illustration of that. you you mentioned right at the top that the negotiations are going on now between primarily senate republican leader and the vice president, not the democratic leader. so they're certainly in the loop i'm told in a very constant way, the democrats here on capitol hill. but the fact that they let

should try checking in with dana bash. she will have the first word on that. >> let's go to dana bash right now. first of all, the reaction to the president's remarks. we heard some biting criticism that the president was inappropriate in saying what he said at this sensitive moment. >> reporter: that's right. i'll get to that in one second. to answer your question, we don't know yet about the senate, but we do have a little bit of news that jessica alluded to, and that is the house will break tonight. we reported earlier this is likely. now it's official. the house will break tonight, new year's eve, december 31st, the night of the fiscal cliff, without voting on the fiscal cliff package. they're going to likely come in, if there's something to vote on tomorrow, and vote on it then. this is a procedural reason because they just don't have anything to vote on. it's also politically advantageous because house republicans and democrats are now going to be able to vote on effectively a tax cut, not a tax increase, because taxes go up january 1st. i think the best way to answer is by tell

on incomes over a million dollars while sparing everyone else. dana bash is our senior congressional correspondent. dana, this time tomorrow, the president is supposed to be back, having cut his trip to hawaii short, the first lady, the girls are staying in hawaii. the senate is supposed to convene, but not necessarily the house. what is going to happen? >> reporter: well, we're not really sure. in fact, house republican leaders are having a conference call, i'm told, as we speak, to figure out that very question. they told their members that they would have 48 hours notice before they reconvene the house and so at the earliest, that would be on friday. but, you know, the action really is now going to begin in the senate. there isn't that much of a rush for the house to come back. and when i say action, even that is a question mark. whether there will be action. i was talking to a democratic source who said right now what they had to figure out, victor, is whether or not harry reid working with the white house on this can get enough votes from republicans to cross party lines for eve

with members on stand-by to return. senior congressional correspondent dana bash is following all of it for us. what are you hearing? >> there was a conference call of course members of the house leadership even, they're back in their districts, but there was a conference call today among those house republican leaders trying to figure out if and when the house should come back into session. two republican sources tell me they did not make a decision on this call. it's still up in the air. and a big reason for that is if anything can get done in the next six days, the ball is in the senate's court. the capitol is a ghost town. neither chamber in session. an eerie calm since the fiscal cliff only congress has the power to avert is less than one week away. from their home, senate democratic leaders is trying to figure out if the president's scaled back bill can pass congress at the 11th hour. >> there is absolutely no reason, none, not to protect these americans from a tax hike. at the very least, let's agree right now on what we already agree on. let's get that done. >> reporter: but to get tha

confidence turned down for the first time in a long time. here is something ta dana bash got, where she said, republican told her, some senate democrats have discussed holding on on bringing up a proposal until the final final days of 2012, which we happen to be in at the moment. to increase pressure on republicans to support avoiding higher taxes on everyone due to the fiscal cliff. >> the clock is running down. now is the moment. and all i can tell you, we have had various groups, the gang of six, the gang of eight. people meeting, talking, i've had multiple conversations since getting back yesterday. i just don't believe it in the senate. i absolute believe if it were up to the senate democrats and republicans, we would get this done. the problem is, unfortunately, with the extreme element insist the house, for whatever reason the speaker won't act. even when something like the reform farm bill to eliminate subsidies which everybody agree should be eliminated. we can't get them to that i that out. so frustrating that we send things over that are bipartisan that do make cuts and to ask tho

on the presidency, congress, campaigns, and elections, and american politics. back to the phones. dana from houston, texas, is on the line for independents. caller: a wanted to make a point to your comment earlier. i teach political science in houston. we teach students one of the roles of the president is our party leader is a fund-raiser. we ask ourselves about the president campaigning. that is part of his job. i would like to see a system where electoral college votes are awarded on a proportional basis. i want to ask if that would have an effect on how much campaign the president would have to do. i teach at the university of history downtown. i teach united states government ii. guest: thank you for your call in the good work you do teaching political science. part of the president's job is being the leader of his party. in my research, and was able to interview one of the last surviving aides to president he said the american people like to embrace the myth the president can be above politics. we do not like the idea that for him to be good at his job, he needs to be a good politician. if yo
